Unlike insurgencies of the past, the open source framework (a mechanism that allows autonomous groups to operate in concert) for Iraq's guerrillas allows them to conduct operational level swarming (see graphic, please forgive the 2x2 but this does the job). In contrast to tactical level swarming focused on overwhelming a specific target, operational swarming goes after a class of targets across large areas to achieve higher order effects.
