I read his comments about a 5GW, and I don't think he's talking about anything new at all. Rather, he's talking about the battle to colonize the minds of the opponent. And I don't think there is anything new about that, it's something that the Spanish and Chinese empires carried out in a deliberate program.

Colonizing the minds might be an effect (the long tail of Reharmonization perhaps) of a 5GW, but 5GW has several sharp contrasts from colonizing their minds, including
1. Knowledge of whethe or not there is an aggressor
2. Length of execution
3. Existence of a thinking enemy
