This Oakes fellow really sounds an awful lot like a cop.

Cory Doctorow has a good story called "Liberation Spectrum" that covers similar Indian / TAZ territory, SWAT teams and all. Of course, this is Doctorow, so it's all from a VC / wireless startup angle.
