Navarra: Community innovation

Treehugger: Great example from Navarra where 70% of its power comes from wind and solar sources. Whereas the nation-state used centralized control to enable slower regions to catch up, the market-state will need to accelerate (mostly by getting out of the way) innovation at the regional/community level.

Spain, as a country, is going renewable at perhaps a greater clip than any other with the possible exception of Iceland's development of a geothermal-powered hydrogen economy.
