The Air Force is under the gravest threat (future funding) of its entire existence, so its decided to outsource its future plans.

Well crap, I can imagine how that RFP originally went......
1) Tell us what the GD Air Force thinks, and it better include some GD manned bombers, if you want do business with us again!

I suspect the key to the AF for the next twenty or so years will be to think in terms of weapon systems that are small and very focused. If they do, they will be very successful in attracting $$ from a shrinking budget.
