Been reading you for a couple of years both here and at GG.
However, i have finally registered with typekey so i can comment because i cam eacross this...

The link from namhenderson is correct, although that 17 MB PDF was made from scanning the pages of the book as images, so the file is unnecessarily large and is not machine-searchable.
The author of the manual is apparently David A. Nuttle, who now runs Needful Provision, where you can also find the "Volunteer Safety & Survival Reference".
