Iraq's CPA reports that it has hired 73,000 men for a new facility protection service to guard critical infrastructure in Iraq. It is interesting to note that this is ~ 36% of all Iraqi's in uniform (including the 77,000 police). This is an important indicator that global guerrillas are considered the most important threat to the future of Iraq. Additionally, ~20,000 international private military contractors are in Iraq to guard company personnel that are rebuilding the country and train security forces. 25% of every dollar spent on reconstruction is used for private security protection. It appears that market demand is driving this and not any coordinated planning efforts. NOTE: Saudi Arabia has 30,000 guards allocated to its infrastructure protection effort. It is considering the use of private military contractors and has recently opted to allow expatriates working in the country to carry personal firearms. What is amazing is that so much money is being spent without any understanding (framework) of global guerrilla warfare.
