Looks like a mash-up of the large scale
development in a box idea from Tom Barnett and my
small scale packaged community resilience. Interesting to see how these ideas have permeated the military bureaucracy. Not sure that these ideas made a successful translation into defense department programs. Also, given how much of the war in Afghanistan is out of Tom Barnett's playbook, I can't understand why McCrystal isn't working closely with him on his strategy (why settle for second/third best?).
