Sadr is using the lack of basic services to delegitimize the Iraqi government. These services have been the target of an ongoing campaign by the guerrillas.
While nation-states are already in decline due to globalization, service disruption accelerates it. The incident Sadr provoked in Samawa has prompted the SCIRI to embrace the formation of Sumer.
Definitely good to see even the less desirable Shia elements focus their concerns on material matters. Likewise gratifying to see that it may lead to more governable states and more responsive governments.
