How do you get "terrorists" from the BBC piece, John? -- it describes "attacks on police" and sounds as though there are protests which turn into rioting.. "pitched battles" even -- but how do we draw the lines here?

There number of terrorist incidents is based on a different analysis. The number of attacks on police indicate a level of disorder.
