Closed circuit TV networks and entry choke points are being considered. The focus is on controlling lower Manhattan's financial center.
Whatever became of the idea of decentralizing the NY financial district? I don't subscribe so can't read the article in question.

"Ring of Steel?" I think the phrase they're looking for is "Iron Curtain."
