The largest military force in Iraq isn't the army, the police, or the US military. It's the FPS (Facilities Protection Service) which currently stands at 145,000 members. This disorganized and diverse paramilitary force that is the domestic successor to the 15,000 man force assembled by Erinys (a 3 year old South African PMC that is now pushing operations into Nigeria) in 2004.
The upshot is that when the Interior Ministry attempts to take control of this force, a large percentage of it will be dissolved. This will in turn drive disruption of facilities by disenfranchised personnel intent on revenge. This is going to be interesting to watch.
