I would also suggest general economic and financial ignorance as a contributing factor. Public high schools do a poor job of teaching even basic economic concepts, so it's not surprising that the average high school graduate who doesn't take an active role in educating himself would think that gambling (i.e. lottery tickets) is a viable long-term strategy.
